Background

In the past years, the number of building sites in Ljubljana has risen considerably. They become problematic especially when they're not completed on time and thus go from temporary to permanent. In a number of cases they expand into the public space, obstructing pedestrian pathways, bicycle roads, usurp green spaces etc.
 

Winning idea

Phase building is reflected in the dynamic fences and includes the following:

• Time planning of building and a spatial plan which allow transferability of fences based on the building  phase of the site
• The fences are resizable, they make a shift from a static to dynamic or half-dynamic objects
• The spaces, where there are no building processes in action, remain in public use – according to the time-schedule
• The use of spaces is defined in accordance with the interests of the local population and according to the building plan and the time that the specific part of the building site still has. The activities are also subject to the time frame and building plan.
