
Background
The Helsinki City Planning Department is responsible for the city's structural and aesthetic development, town planning, as well as the planning and control of traffic. The South-Harbour is part of the urban identity of the Helsinki and for many tourists that arrive by sea the first encounter with Finland. The city of Helsinki is organising an international competition for a best design for this area in 2009-2010. The purpose of the games was to generate ideas and visions for the harbour that will be used while setting criteria for the design competition. The players of the four groups had a versatile background and represented different sectors. The games gave a chance for a dialogue between representative of NGOs, young people and city officials and decision makers.
