‘The Creative Bureaucracy’, by Charles Landry

Riga: ‘The Creative Bureaucracy’, a lecture and workshop with various Latvian ministries on how their bureaucracies can re-invent themselves. One obvious focus is using IT in interesting ways based on smart cities principles which focuses on getting better information feedback. Yet the issue goes much further. Here we focused on how bureaucrats, which I view in a positive light, can shift from highlighting rules to focusing more on intent and how systems can be set up for them to use judgement.
